Environmental Impact Assessment (EIA) in Tunisia

Overview

Impact assessment, pollution control and compliance in Tunisia

An environmental impact assessment in Tunisia is the mandatory file for obtaining the opinion of the ANPE (National Environmental Protection Agency) before building, extending or modifying an industrial facility. AHEC prepares your EIE (environmental impact assessment) or ESIA under decree no. 2005-1991 and ANPE terms of reference, submits it and follows it through to the final opinion. We also carry out pollution-control studies, compliance audits, and wastewater and waste files.

In Tunisia: the EIE under decree no. 2005-1991 and the ANPE opinion

Decree no. 2005-1991 of 11 July 2005 lists the projects that need an environmental impact assessment: category A (annex 1) and category B (annex 2), each with its own content and review period. Other activities fall under cahiers des charges (standard specifications). The file is reviewed by the ANPE (National Environmental Protection Agency), set up by law no. 88-91 of 2 August 1988.

FAQ

Frequently asked questions

Which projects need an environmental impact assessment in Tunisia?

Decree no. 2005-1991 of 11 July 2005 lists the projects concerned: category A (annex 1) and category B (annex 2). Other activities fall under cahiers des charges (standard specifications). We check your project’s category free of charge.

How much does an environmental impact assessment cost?

The price depends on the project category, the size of the site, the field measurements needed (air, noise, water, soil) and any modelling. We send a free quote based on a short project description and a location plan.

Is an environmental site assessment mandatory?

Not in general. It becomes necessary when the ANPE requires a compliance upgrade, for financing (FODEP, lenders), before an extension that needs an impact assessment, or for ISO 14001 certification.

What is the Tunisian wastewater standard?

Discharge limit values are set by government decree no. 2018-315 of 26 March 2018, which took over from standard NT 106.002. They depend on the receiving environment: public sewer, public water domain or the sea.
